Below $15.00 the flat $2.95 is a big share of a cheap item. At $15.00 the fee switches to 20% of the whole price, so an item priced at $14.99 pays you $12.04, more than any price from $15.00 to $15.05. If you are near the line, list at $14.99 or at $15.06 and up.
